NOTICE
on the announcement of an international open grant competition
"ORTHODOX INITIATIVE 2018-2019"

With the blessing of His Holiness Patriarch Kirill of Moscow and All Russia, the Coordination Committee for the Promotion of Social, Educational, Informational, Cultural and Other Initiatives under the auspices of the Russian Orthodox Church announces the International Open Grant Competition "Orthodox Initiative 2018-2019" (hereinafter referred to as the Competition).
The Contest is governed by the Regulations on the Orthodox Initiative program and this Notice.

I. GENERAL PROVISIONS

1. The goals, objectives, general principles and strategic priorities of the Competition are set out in the Regulations on the International Grant Program "Orthodox Initiative".
2. Holding the Competition, including the technical support of the competition procedures, the organization of the examination of the received applications, the financing of the winners, the receipt and verification of the reports, shall be entrusted to the Competition Operator - the Fund for Support of Humanitarian and Educational Initiatives "Collaboration" (hereinafter - the Fund).

II. PARTICIPANTS

1. The competition provides equal opportunities for all participants.
The following organizations can take part in the Competition:
canonical divisions of the Russian Orthodox Church;
non-profit organizations registered as legal entities;
state and municipal institutions;
non-governmental organizations in the field of education, culture, health care, social protection and others, including organizations created by the Russian Orthodox Church or with its participation;
mass media;
commercial organizations and individual entrepreneurs.
2. Organizations participating in the Program must meet the following requirements:
the applicant organization must be registered as a legal entity;
the organization carries out, in accordance with the charter, one or several types of activities corresponding to the project directions specified in chapter III of this Notice;
the organization is not in the process of liquidation, insolvency (bankruptcy) proceedings have not been initiated against it,
the activities of the organization are not suspended in the manner prescribed by law;
the organization has no arrears in taxes, fees and other obligatory payments to the budgets of the budgetary system Russian Federation, the due date for which has come in accordance with the legislation of the Russian Federation (except for the amounts for which there is a court decision that has entered into legal force on recognizing the organization's obligation to pay these amounts as fulfilled). An organization is recognized as complying with the established requirement if it has submitted an application to appeal against the said debt in accordance with the established procedure and a decision on such an application has not been made as of the date the organization submits an application for participation in the Competition;
the organization has no overdue reporting arrears for previously received grants.
3. Participants of the Program cannot be:
consumer cooperatives, which include, among others, housing, housing and construction and garage cooperatives, horticultural, vegetable gardening and dacha consumer cooperatives, mutual insurance societies, credit cooperatives, rental funds, agricultural consumer cooperatives;
political parties;
self-regulatory organizations;
employers' associations;
associations of cooperatives;
chambers of commerce and industry;
real estate owners 'associations, which include, among other things, homeowners' associations;
bar chambers;
lawyer education;
chambers of notaries;
individuals.
4. Replacement of the applicant organization at all stages of the competitive procedure, execution of the Grant Agreement and the implementation of the project is not allowed, except in cases of reorganization of a legal entity in the forms provided for by law.

III. PROJECT DIRECTIONS AND NOMINATIONS

1. Within the framework of the Competition, applications are considered for the following project areas:
education and upbringing;
social service;
culture;
information activities.

EDUCATION AND UPBRINGING

The idea of ​​the project direction:
Support for projects in the field of Orthodox education, spiritual and moral education, mastering all the wealth of native culture, development of abilities, and the formation of a comprehensively developed personality.

Sunday schools;
spiritual and moral education of children and youth;
spiritual and moral development of the child's personality;
catechetical ministry;
scientific and methodological support of activities, including innovative, Orthodox educational organizations;
gifted children;
support for inclusion (adaptation of people with disabilities) in the Orthodox educational environment;
prevention of deviant (risky) behavior of children and youth;
work in the field of Orthodox general (preschool, primary, basic, secondary, vocational and higher) education;
work with children with disabilities;
development of the ideas of Orthodox pedagogy in the modern educational space;
self-organization of the pedagogical and scientific-pedagogical community;
cooperation of state, church and public institutions in the field of education;
development of teaching Orthodox culture in secular schools;
educational and methodological support of Orthodox education (including the creation of a Unified educational and methodological kit for Sunday schools (for children), an educational and methodological kit for Orthodox schools and gymnasiums, as well as educational literature to provide the module "Fundamentals of Orthodox culture" within course ORCSE);
the formation of a legal culture and good social behavior.
Priority is given to projects based on cooperation between state, church and public institutions.

SOCIAL SERVICE

The idea of ​​the project direction:
Supporting social projects aimed at Christian testimony by concrete deeds, at strengthening mutual aid, mercy and concern for socially vulnerable categories of citizens in society. Identification and dissemination of best practices in the field of social assistance, including in Orthodox parishes and monasteries.
Grants are awarded for projects in the following areas:
volunteer projects;
caring for orphans and children left without parental care;
protecting children from abuse;
protection of the rights of children, orphans and adolescents;
improving the quality of life of elderly people (creating mobile centers for the provision of medical, social assistance and others - especially in rural areas);
support of projects aimed at developing the creative abilities of children and youth with special needs (theaters, festivals, circles, and others);
assistance to large families: organization of recreation, comprehensive assistance in daily life;
help for single parents;
parish social service in the field of family assistance;
prevention and assistance in overcoming negative phenomena in the adolescent environment;
prevention of non-medical consumption of narcotic drugs and psychotropic substances, complex rehabilitation and re-socialization of persons who use narcotic drugs and psychotropic substances for non-medical purposes;
prevention of social orphanhood, support for motherhood and childhood;
work with military personnel;
work with children, adolescents and youth in the direction of spiritual enlightenment;
work with orphans and children at risk: work with a blood family, courses for foster parents, family placement services;
development of traditional spiritual values;
rehabilitation of the homeless, rehabilitation of the disabled (children and adults);
promoting activities in the field of patriotic and spiritual and moral education of children and youth;
promoting activities aimed at improving the quality of life of children;
preservation and popularization of family values, creation and preservation of family traditions of spirituality and morality;
prison ministry. Resocialization of convicts, including in Orthodox, spiritual and labor education, the formation of legal culture;
popularization of abortion reduction.
Within the framework of the project direction, a special nomination "Shelters for pregnant women" has been allocated.
Key idea: Creation of assistance centers for pregnant women and women with children in crisis situations.
Priority is given to complex projects that necessarily include the accommodation of women with children, as well as, if possible, teaching childcare, maintaining household, vocational training, employment, the organization of a nursery, legal protection and others.
Funds are provided only for the opening of new shelters in cities where there are no existing church shelters.
Priority is given to projects aimed at helping families with many children.

CULTURE

The idea of ​​the project direction:
Supporting projects aimed at Christian spiritual and moral education, testifying to Christian truths by means of culture and art, and the development of centers for supporting Orthodox culture.
Grants are awarded for projects in the following areas:
librarianship;
publication of a series of books for the general public "Outstanding Scientists - Bishops" about the centuries-old presence of the Church in the intellectual and cultural space of the country;
classical heritage;
local history;
cultural centers;
a modern Orthodox church. Architecture and interior decoration;
creative practice;
church culture;
electronic culture: intellectual innovative technologies in the socio-cultural sphere, revealing the centuries-old presence of the Church in the spiritual, moral, intellectual and cultural space of the country;
ethnocultural heritage;
creation of spiritual and cultural centers, including regional ones;
popularization of the exploit of the new martyrs in the history of the Church in the 20th century;
popularization of family traditions;
collection of information and coverage of activities for the revival of church life in the post-Soviet period.
socially significant historical projects aimed at reviving the historical memory of the events associated with the development and heroic defense of the territories of Russia, fostering interest among young people in the Orthodox history and culture of the region.
Priority is given to projects targeting children and youth, as well as people with disabilities.

INFORMATION ACTIVITIES

Project direction ideas:
Support of information projects demonstrating with the help of professional tools and modern methods communication life of the Church is understandable, accessible and attractive for a wide audience, especially for a secular society.
Increasing the presence of the Church in the information space. An increase in the number of materials on Orthodox topics and dedicated to the Church in the secular media.
Development of the Orthodox media environment, strengthening of professional interaction, the corporate community of Orthodox media journalists. Raising the standards of work in the field of Orthodox journalism.
Grants are awarded for projects in the following areas:
self-organization of the journalistic community;
content creation;
creation of media.

2. In order to support the initiatives of applicants from small towns and villages, as well as applicants, regardless of their place of registration, if the projects provided by them are planned to be implemented in small towns and villages, within each
of the project direction the opportunity to apply for the special nomination "Small towns and villages" is given.
Applications for the special nomination “Small towns and villages” are subject to a special examination.
The amount of grant support for projects in the special category “Small towns and villages” is up to 300,000 rubles.
3. In order to create an infrastructure to help the most vulnerable group of needy - pregnant women and women with small children in a crisis situation - a special nomination "Shelters for pregnant women" is introduced.
The amount of grant support for projects in the special category “Shelters for pregnant women” is up to 1,000,000 rubles.
Funds can be used only for the creation of a new help center and the first year of its operation in cities where there are no existing church shelters. Priority is given to complex projects that include the mandatory accommodation of women with children, as well as, if possible, teaching childcare, housekeeping, vocational training, employment, the organization of a nursery, legal protection and others.

IV. TYPES OF PROJECTS AND SIZE OF GRANT SUPPORT

1. The Competition provides for 3 types of projects - local projects, network projects and infrastructure / backbone projects.
2. Local projects are implemented by one organization in one or several constituent entities of the Russian Federation. The amount of the requested grant cannot exceed 600,000 rubles.
3. Network projects are implemented in at least two constituent entities of the Russian Federation by two or more organizations. The amount of the requested grant cannot exceed 1,000,000 rubles. The applicant must document the network nature of the project, namely:
provide letters of partnership from organizations in the regions indicating specific forms of participation of these organizations in the project;
inform about the existing regional branches of your organization;
form a Budget, which reflects the financial participation of all partners in the project.
4. The implementation of infrastructure / backbone projects is carried out by an organization interacting with a large number of other organizations.
The organization's activities should be aimed at supporting others non-profit organizations in part:
providing information, consulting and methodological support for the activities of socially oriented non-profit organizations;
identification, generalization and dissemination of the best practices for the implementation of projects of socially oriented non-profit organizations.
The amount of the requested grant cannot exceed 1,000,000 rubles.

V. DATE OF THE COMPETITION AND IMPLEMENTATION OF PROJECTS

Announcement of the Competition - 01.09.2018.
The beginning of accepting competitive applications - from the moment of the announcement of the Competition.
The deadline for accepting bids is 18:00 (Moscow time) 10/23/2018.
The announcement of the winners of the Contest is carried out no later than 01.03.2019.
The start of the project is no earlier than 20.03.2019.
Completion of the project - no later than 01/20/2020.
The term for the implementation of projects cannot be more than 9 months.

Vi. COMPETITION APPLICATION

1. To participate in the Competition, you must submit an Application.
Attention! A participant organization can submit only one Application for the Competition. Several Applications can be submitted from organizations that include subdivisions without the formation of a legal entity (departments, departments, etc.), which are characterized by pronounced specific activities aimed at achieving a specific social result. The status of such units must be documented.
2. The Fund accepts Applications and keeps track of them as they are received.
The application is considered submitted to the Competition after filling out the electronic form on the website of the Competition www.newpravkonkurs.ru and assigning a serial number to the Application.
3. The Application must be accompanied by:
an electronic extract from the unified state register of legal entities, generated on the website www.nalog.ru on the day of submitting the Application for the Competition;
foreign participants in the Competition must confirm the legal status of the applicant organization with a copy of the registration document with a notarized translation into Russian;
a letter of notification that as of the date of filing an application for participation in the Competition, the organization is not in the process of liquidation or reorganization;
project manager's resume;
for network projects, documents confirming the partnership of the organizations specified in the project are attached (contract, agreement, letter of intent);
a cover letter signed by the head of the applicant organization;
for secular applicant organizations - a letter of cooperation with an Orthodox religious organization, indicating the partnership between the applicant organization and this Orthodox religious organization in the implementation of the project.
The Application may be accompanied by documents certifying the professional competence of the applicant, documents confirming the organization's experience in the development and implementation of social projects, letters of support and other documents.
4. An integral part of the Application is the Schedule and Budget of the project. The budget should be consistent with the project activity; administrative expenses of the organization in the Project Budget should be minimized.
The project budget must reflect the costs that the applicant (and / or the applicant's partner organizations) undertakes, in the amount of at least 25% of the grant amount (of the requested amount).

Vii. EXAMINATION OF APPLICATIONS AND DETERMINATION OF WINNERS

1. The competitive selection of the received Applications is carried out in accordance with the Regulations on the procedure for the examination of projects of the international open grant competition "Orthodox Initiative", approved by the Executive Director of the Coordination Committee.
2. When evaluating the application, the following criteria are taken into account:

The distribution of funds by budget items ensures the successful implementation of all activities, solving problems, and achieving the goal. 8%
Planned project results Quantitative and qualitative results are achievable. 8%

The criteria for evaluating the results are instrumental. 4%

The score is given on a scale from 0 to 3:
0 - the application does not meet the criterion at all;
1 - the application largely does not meet the criterion, significant revision is required;
2 - the application almost meets the criterion, minor revision is required;
3 - the application fully meets the criterion.
The criteria marked with * are cut-off criteria: the assignment of a score of 0 according to such criteria by the majority of experts entails the rejection of the application.
3. The Coordinating Committee, having considered the results of the examination, makes a decision on the winners of the competition and on the provision of grant support to them.
Information about supported applications is posted on the Contest website, and all participants are notified of the Contest results.
4. Authors of individual projects can be sent Additional requirements, which must be taken into account when drawing up the Grant Agreement.
5. The organizers of the Contest do not enter into correspondence and negotiations with applicants whose Applications have been rejected.

VIII. THE FOLLOWING TYPES OF PROJECTS, ACTIVITIES AND EXPENSES ARE NOT FINANCED WITHIN THE COMPETITION:

academic research and cultural exchanges;
purchase of consignments of equipment and goods;
publishing activity (without other activities);
commercial projects;
travel abroad if these travel is beyond the necessary and sufficient project activity;
political activity;
purchase of vehicles;
purchase and renovation of premises (except for work required to carry out the main project activities);
purchase of furniture (including office furniture) and professional equipment (except for purchases necessary to carry out the main project activities);
conducting journalistic investigations;
CD / DVD production (no other activity);
direct humanitarian aid;
items "unforeseen expenses", "income tax", "property tax" and others.

IX. GRANT AGREEMENT

1. Grant Agreements are concluded with the winners of the Competition.
The Grant Agreement stipulates:
terms of project implementation and provision of interim and final reporting;
the size of the grant provided, the amount of the applicant organization's own funds allocated for the implementation of the project, and the total cost of the project, requirements for the content of the financial report, its preparation and placement in the Personal Account;
the principle of granting the grant in two equal tranches, with the second tranche being provided after the Fund's approval of the interim report;
support of the project by its leader through the Personal Account posted on the Contest website, including: posting operational information on current project events and maintaining the project page on social networks; provision of the interim and final report prepared in accordance with the requirements of the Fund; maintaining correspondence with the Foundation employee (project curator) through the Personal Account.
2. Grant support to the winners of the Competition is provided upon implementation of the experts' recommendations on adjusting the Budget and the content of the project, as well as the Fund's requirements for the execution and content of the Grant Agreement.
3. The winners of the Contest, no later than 10 working days from the date of receipt of the notification through the Personal Account of the Project Manager on the Contest website www.newpravkonkurs.ru, submit the documents necessary for signing the Grant Agreement:
completed in accordance with established requirements the form of the Grant Agreement signed by the head of the organization and certified by the seal of the organization;
an extract from the Unified State Register of Legal Entities (original or notarized copy) received not earlier than 01.03.2019;
a certificate of the taxpayer's fulfillment of obligations to pay taxes, fees, insurance premiums, received not earlier than 03/01/2019;
a certificate from the bank indicating the bank details of the organization received not earlier than 03/01/2019;
a copy of any payment order of an organization bearing a bank mark no earlier than 03/01/2019 (only for Russian winning organizations).
4. An agreement on the provision of a grant with foreign organizations-winners of the Competition is drawn up in accordance with the legislation of the Russian Federation. Funds are transferred exclusively to the bank account of the winning organization.
The procedure for granting a grant to foreign winning organizations and requirements for financial statements fixed by the Supplementary Agreement to the Grant Agreement.
Foreign winners of the Competition to receive a grant in Russian rubles provide bank details indicating a correspondent bank in the Russian Federation.
Foreign winners of the Contest to receive a grant in US dollars or euros provide bank details indicating a correspondent bank in the Russian Federation and SWIFT.
5. The Application approved by the Unified Expert Council, including the Time Schedule and the Project Budget, is an integral part of the Grant Agreement.
6. The contract with all the necessary annexes to it must be signed by the parties no later than 5 days before the start date of the project. If by this time the Grant Agreement is not concluded through the fault of the winning organization, information about the project that did not submit the Agreement is transferred to the Coordination Committee, and the winning organization may be deprived of the opportunity to receive a grant.
7. Payment of the grant is carried out in two transfers (tranches). The first tranche is transferred in the amount of no more than 50% of the grant amount. The second tranche is transferred after the Fund's approval of the interim report,
provided by the winner of the Competition within the time frame established by the Grant Agreement.
8. The Fund monitors the spending of earmarked funds in accordance with the terms of the Agreement concluded with the winners of the Competition.
9. The Foundation reserves the right to conduct selective monitoring and evaluation of the winning projects supported within the framework of the Competition.
10. Informative reports contain information on the progress of the project and the results achieved, financial reports on budget execution with a copy of primary and other documents confirming the actual costs incurred, signed by the head of the organization.
In the process of reviewing the report, the Foundation has the right to request additional information and (or) documents necessary to obtain a complete picture of the progress and results of the project, including photo and video materials.
11. The Steering Committee and the Foundation reserve the right to use all information about projects that have received grant support for research, methodological, statistical, publishing and other purposes.

Applications for participation in the competition will be accepted from September 1, 2018 on the website www.newpravkonkurs.ru. Acceptance of bids will end at 18.00 on October 23 this year. Winners will be announced no later than March 1, 2019.

It should help to increase the starting opportunities for applicants from small towns and villages (especially those who have no experience in participating in grant competitions). Applications in this category are subject to a special examination.

Saint Porfiry, Archbishop of Gaz

Saint Porfiry, Archbishop of Gaz , was born about 346 in Thessaloniki, Macedonia. His parents were wealthy people, and this enabled Saint Porphyry to receive a good education. Having a penchant for monastic life, at the age of twenty-five he left his homeland and went to Egypt, where he asceticised on Mount Nitria under the leadership of the Monk Macarius the Great (Comm. 19 January). There he met Blessed Jerome, who was visiting Egyptian monasteries at that time, and together with him went to Jerusalem to worship holy places and the Life-giving Cross of the Lord (Comm. 14 September), after which he settled in the Jordanian desert for prayer and fasting ascetic deeds. There Saint Porfiry fell into a grave illness. For healing, he decided to go to the holy places of Jerusalem. Once, when he was lying in complete relaxation and oblivion at the foot of Golgotha, the Lord visited His servant in a saving dream. Saint Porfiry saw Jesus Christ descending from the Cross and turning to him with the words: "Receive this Tree and keep it." When he woke up, he felt healthy. The Savior's words were soon fulfilled: the Patriarch of Jerusalem ordained Saint Porfiry to the priesthood and made him the guardian of the Holy Cross of the Lord. At that time Saint Porfiry received his part of the parental inheritance - 4 thousand gold coins. He distributed all of them to the needy and to decorate the temples of God.

In 395, the bishop of the city of Gaza (in Palestine) died. Local Christians went to Caesarea to Metropolitan John with a request to appoint a new bishop for them, who could oppose the pagans who prevailed in their city and oppressed Christians. The Lord inspired the Metropolitan to call the Jerusalem presbyter Porfiry. With fear and trembling, the ascetic took the ordination, with tears bowed to the Life-giving Tree and set off to fulfill a new obedience.

In Gaza, he found only three Christian churches, and a great many pagan temples and idols. At that time, there was a lack of rain and a great drought. The priests sacrificed to idols, but the calamity did not stop. Saint Porfiry appointed fasting for all Christians, celebrated an all-night vigil, and walked around the whole city with a procession of the cross. Immediately the sky was covered with clouds, thunder rumbled and heavy rain fell. Seeing such a miracle, many pagans exclaimed: "Christ alone is the True God!" After this event, 127 men, 35 women and 14 children joined the Church, having received Holy Baptism, and soon 110 more people.

However, the pagans continued to oppress Christians, remove them from public office, and burden them with taxes. Saint Porfiry and Metropolitan John of Caesarea went to Constantinople to ask the emperor for protection. They were received by Saint John Chrysostom (Comm. 14 September, 27, 30 January) and provided effective assistance.

Saints John and Porfiry were introduced to the Empress Eudoxia, who at that time was expecting a child. "Work for us," the bishops said to the empress, "and the Lord will send you a son who will reign in your lifetime." Eudoxia very much wanted to have a son, for before her daughters were born. And indeed, an heir was born in the imperial family through the prayer of the saints. In 401, the emperor issued a decree on the destruction of idols' temples in Gaza and granting privileges to Christians. In addition, the empress gave the saints funds to build a new temple, which was built in Gaza on the site of the most important temple.

By the end of his life, Saint Porfiry fully established Christianity in Gaza and completely protected his flock from the oppression of the pagans. Through the prayers of the saint, numerous miracles and healings were performed. For 25 years, the archpastor instructed the flock of words and reposed at an advanced age, in 420.

"For the moral feat of the teacher"

The All-Russian competition in the field of pedagogy, work with children and youth under 20 "For the moral deed of a teacher", annually held by the Ministry of Education and Science of the Russian Federation and the Department of Religious Education and Catechesis of the Russian Orthodox Church, is an example of successful church-state cooperation in the field of education. "Seraphim teacher"

The Seraphim Teacher competition, which was launched in 2005, has gained wide popularity and has become a model for a number of programs and initiatives to encourage and improve the status of teachers who work effectively in the field of spiritual and moral education.

The competition was initiated by the Board of the Foundation of St. Seraphim of Sarov and Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District S.V. Kirienko

2003 to 2005 on the base educational institutions Models of interaction between secular and spiritual education in educational and extracurricular activities were worked out in the Nizhny Novgorod region of Nizhny Novgorod. The title of laureate of the Pedagogical Prize of the Foundation of St. Seraphim Sarovsky was awarded to 85 teachers from 22 constituent entities of the Russian Federation (Kaliningrad, Kaluga, Kirov, Kostroma, Kurgan, Kursk, Nizhny Novgorod, Novosibirsk, Orenburg, Penza, Samara, Saratov, Sverdlovsk, Tambov, Ulyanovsk regions, Komi Republic, Republic of Mari El, Republic Mordovia, Republic of Tatarstan, Udmurt Republic, Chuvash Republic and Perm Territory); 34 - rewarded for high quality competitive materials.

During the Contest, mechanisms for identifying, examining and promoting productive educational practices have been worked out:

  • multichannel informing about the conditions of the organization and the results of the competition (mass media, pedagogical communities, methodological services, educational authorities, etc.);
  • conducting a high-quality examination of the work and results of the participants' activities (correspondence and full-time examination), inviting recognized authorities in the field of education as experts;
  • comprehensive assessment of the professional skills and qualities of teachers, the results of their activities (programs, methodological developments, textbooks and manuals, author's courses, etc.) for the entire period of work;
  • dissemination and replication of pedagogical experience (holding the traditional conference "The Heritage of St. Seraphim of Sarov and the Problems of Spiritual Enlightenment", participation of the winners of the Competition in forums held by the Foundation, organizing master classes, thematic lectures and seminars by Seraphim's teachers, publishing educational programs).

"The beauty of God's world"

The international children's creativity competition "The Beauty of God's World" is held as part of the International Christmas Educational Readings with the blessing of His Holiness Patriarch Kirill of Moscow and All Russia. The jury of the competition is headed by the Chairman of the Synodal Department of Religious Education and Catechesis of the Russian Orthodox Church, Metropolitan of Rostov and Novocherkassk Mercury. The META Education Foundation provides enormous assistance in organizing and conducting the competition. The competition is attended by young artists from Russia, Ukraine, Belarus, Latvia, Bulgaria, Serbia, Kazakhstan, Cyprus. The jury of the competition, along with the staff of the OROiK ROC, includes members Russian Academy arts, the Union of Artists of Russia, prominent art workers.
