Observation 3. They teach theories of two types: "what the law says" or "how it works".

The second approach is “ how it works"- they often practice at highly specialized seminars. As a rule, these are courses of the type: "restrictions on the purchase of imports", "anti-dumping measures", "what are the benefits for participants in the procurement." Such courses are more often passed off as practical. But this is not the case. Practice is debriefing.

Observation 4. Practical courses like debriefing are extremely rare..

Sometimes this is provided in the form of cases with sample documents and step-by-step instructions. And almost all examples and samples were copied from specialized journals, where they could have been published a year ago. Collecting them in handouts to the audience, the organizers do not care about updating the materials either.

Observation 5. Practice - "do as I do, repeat after me" is even less common.

If you are a beginner and think that you will be taught, for example, how to fill out a procurement plan and a schedule, you are wrong. To do this, you need to go to the customer's personal account in the EIS and work with documents there. You need to know the limits that have been brought to the prototype of your customer, from whose examples you are learning. Therefore, the examples are analyzed, as a rule, on screenshots, which are also taken from procurement publications.

An exception here, perhaps, will be training courses for working on a specific electronic platform or working in a regional automated trading system, where they teach precisely by entering the test access of users.

Observation 6. Look for courses that meet the professional standard.

No matter how trite it sounds, the professional standard helps to structure knowledge by putting a tick in its checklist “I know this / I don’t know this”. The functionality of specialist positions in the standard is spelled out in great detail, so if the course compilers included all this in the basic program, they are already great. In any case, it is better than a program drawn up simply according to the articles of the law.

Observation 7. Study related laws in courses.

It's not even about 44-FZ and 223-FZ. If you work on the contact system and never purchase under 223-FZ, be sure to take at least the basic course of this law. And vice versa.

But it is much more important to study at least accounting basics, in order to understand what the inspectors are telling you if you are accused during the inspection that not all accepted goods have inventory numbers, which means they are not registered.

These are the problems of accountants, you say. And you will be wrong. The entire correctness of accounting for purchased goods is examined when checking the efficiency of spending on purchases. And they check the work of the contract service. So, at least by ear, you should understand the words that are used by allied companies: accountants and financiers. And again, the same professional standard requires initial accounting skills.

Observation 8. Wholesale take cheaper.

Large procurement course providers usually have discounted offers of several courses. It is even more profitable to take training for several people. For a large group, the organizers are ready to allocate even convenient training hours and sometimes even with the departure of the lecturer to your institution. This is the best option.

Observation 9.

“And we already know everything, we need a certificate” - and there are such proposals too. But if you just need to get a piece of paper formally, do not look only at the price. Dumping organizers may, for example, not be licensed for educational activities. And your certificate of completion will indicate that you have been provided with "consulting services."
